In The Great Society, Tomashi Jackson continues to explore past legislation and key moments of history that are emblematic of times of important change and that are relevant to the present. She selects images that embody the spirit as well as facts of those moments to examine these historical events for their impact, heedful of how they resonate in our current time. For this exhibition, images taken from the public domain focus on three events where the possibility and promise of a great society was presented to audiences public and private in 1963, 1965, and 1969.

In our current atmosphere of political polarization, gridlock, and suspicion of Big Government, it has become difficult to remember that once there was a prevailing view that federal government activism is beneficial to U.S. society.
They may have varied in age, experience, and education, but they shared a sense of noblesse oblige, a can-do spirit, belief in the power of economic opportunity to transform American society, and, not incidentally, a willingness to work grueling hours.
Lyndon Johnson, a Texan who was majority leader in the Senate before becoming Kennedy's vice president, was a masterful politician. He had been schooled in Congress, where he developed an extraordinary ability to get things done. He could plead, cajole or threaten as necessary to achieve his ends. As president, he wanted to use his power aggressively to eliminate poverty and spread the benefits of prosperity to all. Johnson took office determined to secure the measures that Kennedy had sought. Immediate priorities were bills to reduce taxes and guarantee civil rights. Using his skills of persuasion and calling on the legislators' respect for the slain president, in 1964 Johnson succeeded in gaining passage of the Civil Rights Bill. Introduced by Kennedy, it was the most far-reaching piece of civil rights legislation enacted since Reconstruction. Soon Johnson addressed other issues as well. By the spring of 1964, he had begun to use the name "Great Society" to describe his reform program, and that term received even more play after his landslide victory over conservative Republican Barry Goldwater in the presidential election of that year. On the economic front, Johnson pushed successfully for a tax cut, then pressed for a poverty program Kennedy had initiated. "This administration today, here and now, declares unconditional war on poverty in America," he announced. The Office of Economic Opportunity provided training for the poor and established various community-action programs to give the poor themselves a voice in housing, health and education programs. Medical care came next. Truman had proposed a centralized scheme more than 20 years earlier, but had failed to gain congressional passage. Under Johnson's leadership, Congress enacted Medicare, a health insurance program for the elderly, and Medicaid, a program providing health-care assistance for the poor. Similarly, Johnson succeeded in the effort to provide aid for elementary and secondary schooling where Kennedy had failed. The measure that was enacted gave money to the states based on the number of their children from low-income families. Funds could be used to assist public- and private-school children alike. The Great Society reached even further. A new housing act provided rent supplements for the poor and established a Department of Housing and Urban Development. An immigration measure finally replaced the discriminatory quotas set in 1924. Federal assistance went to artists and scholars to encourage their work. The Johnson administration also addressed transportation safety issues, in part because of the efforts of a young lawyer, lobbyist and consultant named Ralph Nader. In his 1965 book, Unsafe at Any Speed: The Designed-In Dangers of the American Automobile, Nader argued that many cars could cause death or damage in even low-speed accidents. Nader said that automobile manufacturers were sacrificing safety features for style, and he named specific models in which faulty engineering contributed to highway fatalities. In September 1966, Johnson signed into law two transportation bills. The first provided funds to state and local governments for developing safety programs, while the other set up federal safety standards for cars and tires. In all, the Great Society was the greatest burst of legislative activity since the New Deal. But support for the Johnson administration policies began to weaken as early as 1966. Some of Johnson's programs did not live up to expectations; many programs went underfunded. Still, the Great Society achieved some reductions in poverty -- between 1965 and 1968, for example, black-family income rose from 54 percent to 60 percent of white-family income.
In the previous century, the government could safely have been ignored by almost everyone; now we have become a country in which the government is the great and unending source of power and privilege. Once a country in which each man could by and large make the decisions for his own life, we have become a land where the state holds and exercises life-and-death power over every person, group, and institution. The great Moloch government, once confined and cabined, has burst its feeble bonds to dominate us all.
The formal corporatism of the NRA is long gone, but the Great Society retains much of its essence. The locus of social power has been emphatically assumed by the state apparatus. Furthermore, that apparatus is permanently governed by a coalition of big-business and big-labor groupings, groups that use the state to operate and manage the national economy. The usual tripartite rapprochement of big business, big unions, and big government symbolizes the organization of society by blocs, syndics, and corporations, regulated and privileged by the federal, state, and local governments. What this all amounts to in essence is the "corporate state," which, during the 1920s, served as a beacon light for big businessmen, big unions, and many liberal intellectuals as the economic system proper to a twentieth-century industrial society.
The cruelest myth fostered by the liberals is that the Great Society functions as a great boon and benefit to the poor; in reality, when we cut through the frothy appearances to the cold reality underneath, the poor are the major victims of the welfare state. The poor are the ones to be conscripted to fight and die at literally slave wages in the Great Society's imperial wars. The poor are the ones to lose their homes to the bulldozer of urban renewal, that bulldozer that operates for the benefit of real-estate and construction interests to pulverize available low-cost housing.10
In sum, the most important fact about the Great Society under which we live is the enormous disparity between rhetoric and content. In rhetoric, America is the land of the free and the generous, enjoying the fused blessings of a free market tempered by and joined to accelerating social welfare, bountifully distributing its unstinting largesse to the less fortunate in the world. In actual practice, the free economy is virtually gone, replaced by an imperial corporate-state Leviathan that organizes, commands, exploits the rest of society and, indeed, the rest of the world, for its own power and pelf. We have experienced, as Garet Garrett keenly pointed out over a decade ago, a "revolution within the form."16 The old limited republic has been replaced by empire, within and without our borders.
A major feature of Johnson's Great Society was the "War on Poverty." The federal government raised the minimum wage and enacted programs to train poorer Americans for new and better jobs, including the 1964 Manpower Development and Training Act and the Economic Opportunity Act, which established such programs as the Job Corps and the Neighborhood Youth Corps. To assure adequate housing, in 1966 Congress adopted the Model Cities Act to attack urban blight, set up a cabinet-level Department of Housing and Urban Development, and began a program of rent supplements.To promote education, Congress passed the Higher Education Act in 1965 to provide student loans and scholarships, the Elementary and Secondary Schools Act of 1965 to pay for textbooks, and the Educational Opportunity Act of 1968 to help the poor finance college educations. To address the nation's health needs, the Child Health Improvement and Protection Act of 1968 provided for prenatal and postnatal care, the Medicaid Act of 1968 paid for the medical expenses of the poor, and Medicare, established in 1965, extended medical insurance to older Americans under the Social Security system.Johnson also prodded Congress to pass a broad spectrum of civil rights laws, ranging from the Civil Rights Act of 1964 and the Voting Rights Act of 1965 to the 1968 Fair Housing Act barring discrimination in the sale or rental of housing. In 1965, LBJ issued an executive order requiring government contractors to ensure that job applicants and employees were not discriminated against. It required all contractors to prepare an "affirmative action plan" to achieve these goals.Johnson broke many other color barriers. In 1966, he named the first black cabinet member and appointed the first black woman to the federal bench. In 1967, he appointed Thurgood Marshall to become the first black American to serve on the Supreme Court. The first Southerner to reside in the White House in half a century, Johnson showed a stronger commitment to improving the position of black Americans than any previous president.When President Johnson announced his Great Society program in 1964, he promised substantial reductions in the number of Americans living in poverty. When he left office, he could legitimately argue that he had delivered on his promise. In 1960, 40 million Americans (20 percent of the population) were classified as poor. By 1969, their number had fallen to 24 million (12 percent of the population). Johnson also pledged to qualify the poor for new and better jobs, to extend health insurance to the poor and elderly to cover hospital and doctor costs, and to provide better housing for low-income families. Here, too, Johnson could say he had delivered. Infant mortality among the poor, which had barely declined between 1950 and 1965, fell by one-third in the decade after 1965 as a result of expanded federal medical and nutritional programs. Before 1965, 20 percent of the poor had never seen a doctor; by 1970, the figure had been cut to 8 percent. The proportion of families living in houses lacking indoor plumbing also declined steeply, from 20 percent in 1960 to 11 percent a decade later.Although critics argued that Johnson took a shotgun approach to reform and pushed poorly thought-out bills through Congress, supporters responded that at least Johnson tried to move toward a more compassionate society. During the 1960s, median black family income rose 53 percent; black employment in professional, technical, and clerical occupations doubled; and average black educational attainment increased by four years. The proportion of blacks below the poverty line fell from 55 percent in 1960 to 27 percent in 1968. The black unemployment rate fell 34 percent. The country had taken major strides toward extending equality of opportunity to black Americans. In addition, the number of whites below the poverty line dropped dramatically, and such poverty-plagued regions as Appalachia made significant economic strides. PreviousNext 2ff7e9595c
